Frédérique Vidal, Minister of Higher Education, Research, and Innovation, provided an update during a visit to Montpellier on the measures to support students that will take effect at the start of the school year: a freeze on university tuition,an additional 46 million euros in fundingfor need-based scholarships, social assistance and housing aid programs, etc. Government aid for student social assistance totals 5.7 billion euros.

Freeze on College Tuition Fees

For the 2019–2020 academic year,university tuition fees have been frozen. They amount to 170 euros for a bachelor’s degree, 243 euros for a master’s degree, and 380 euros for a doctoral degree. The government covers the remainder of the actual cost of students’ tuition. The government’s average annual expenditure on student tuition is 10,000 euros per student, for a total of 31.4 billion euros.

Increase in Need-Based Scholarships

For the 2019–2020 academic year, the amount of need-based financial aid has been increased. Thefinancial aidprovided by the CROUShas risen by 1.1 percent, representing an additional 46 million euros. Since last year, grants have been paid on a fixed date—the 5th of each month. For all applications completed by the end of July, students will receive an advance payment of their first month’s grant as early as August to help them better prepare for the start of the academic year.

End of the student social security program effective August 31, 2019

As part of the Student Plan, the government eliminated the student social security system in 2018.Effective August 31, 2019, all students will be automatically enrolled in the general social security system. They will thus receive thesame level of health coverage, while saving 217 euros per yearand no longer having to take any action.

• As of that date, all students who were previously enrolled in a student health insurance plan for their social security coverage will automatically be enrolled in the Primary Health Insurance Fund (Caisse Primaire d’Assurance Maladie) for their place of residence.
• Student health insurance plans will continue, alongside the national health insurance system, to carry out their health prevention initiatives and will continue to offer supplemental health insurance plans specifically tailored to students.
